This guide is for nonprofit partners using the Volunteer Houston portal to post verified volunteer opportunities. It explains what to prepare during BlueSky (Preparedness) and what to publish during Grey Sky (Activation) so volunteers can respond in an organized, safe, and capacity-controlled way.
Why Preloaded Needs Matter
During activation, preloaded needs reduce confusion, support volunteer safety, and help agencies manage a surge responsibly. When opportunities include location details, shift times, capacity, requirements, and a point of contact, volunteers arrive prepared and on schedule.

BlueSky (Preparedness): build your “ready-to-activate” Needs
BlueSky is when agencies pre-build disaster volunteer opportunities in a repeatable format; GreySky is when activation happens and those needs are live for volunteers to sign up
1) Confirm your agency profile + point of contact
- Ensure your agency profile is complete and current.
- Confirm the primary contact and backup contact for activation.
- Include the best communication method (email/phone) for urgent updates.
2) Draft evergreen role descriptions
- Role title that volunteers instantly understand.
- Core duties (3–6 bullets).
- Requirements (age, lifting, PPE, background check if applicable).
- Training / orientation expectations (if any).
3) Decide your capacity + supervision plan
- Set a realistic volunteer capacity per shift.
- Clarify who checks volunteers in and assigns tasks.
- Plan for parking, staging, and check-in flow.
4) Pre-stage the details you’ll add during activation
- Site address (or likely sites) + arrival instructions.
- Shift schedule options (start/end times).
- Safety/PPE language ready to paste.
- Weather contingency plan (if relevant).

- Role title is plain-language and specific.

Grey Sky (Activation): Needs verified, time-sensitive opportunities
Grey Sky opportunities should be precise and operational: volunteers must know where to go, when to arrive, what to bring, and how capacity will be managed.
1) Publish with shift structure + capacity limits
- Use shift times (start/end) so arrivals are controlled.
- Set capacity per shift to prevent unmanaged surges.
- Close or pause needs if conditions change.
2) Add arrival + check-in instructions
- Exact site address and where volunteers should park.
- Where to check in and who to look for.
- What to do if they arrive late.
- Any access restrictions (gates, security, ID needed).
3) Post safety + PPE requirements clearly
- Closed-toe shoes, long pants, gloves, eye protection (if needed).
- Heat/weather guidance and hydration expectations.
- Hazard boundaries and task restrictions.
- Age restrictions and “no minors” language if applicable.
4) Keep communications clean
- Use the posted need as the “single source of truth.”
- Update the opportunity if anything changes (location/time/capacity).
- Include a contact method for urgent questions.
- Cancel/close the need when it’s been fulfilled.
Grey Sky standard: if a volunteer can’t answer “where, when, what to bring, and who to check in with” from the posting, it’s not ready yet.
What to avoid during Grey Sky
- “Open call” language without capacity limits.
- Missing address or unclear arrival directions.
- Posting tools/equipment requirements without confirming availability and safety.
- Asking volunteers to bring unrequested donations.
